Docker is seeking an exceptional Staff Technical Program Manager to drive execution of cross-cutting, company-wide business initiatives that span Docker's entire technology ecosystem. This is a high-impact strategic role responsible for orchestrating complex programs that improve operational efficiency, reduce costs, and establish engineering excellence practices across all of Docker's product and platform teams.
As Docker continues to scale rapidly across multiple product lines—Docker Hub, Desktop, Scout, Build Cloud, and emerging AI initiatives—we need an experienced TPM who can operate at the intersection of business strategy and technical execution. You'll own company-wide initiatives including large-scale migration projects, cost optimization programs, operational efficiency improvements, and cross-team standardization efforts that enable Docker to scale more effectively.
This role requires exceptional technical depth, strategic thinking, and the ability to influence and align stakeholders across the entire organization. You'll work directly with executive leadership to translate high-level business objectives into actionable technical programs while navigating complex interdependencies across Engineering, Product, Finance, Operations, and Go-to-Market teams.
Responsibilities
Strategic Business Initiative Ownership
Drive execution of company-wide business goals including operational efficiency, cost optimization, and technical debt reduction
Lead large-scale migration projects affecting multiple product lines and engineering teams across Docker's ecosystem
Own cross-cutting initiatives that span accounts, billing, data platform, and core infrastructure systems
Partner with executive leadership to translate strategic business objectives into technical program roadmaps
Cross-Functional Operational Excellence
Establish and rollout engineering best practices, operational standards, and efficiency frameworks across Docker's 100+ person engineering organization
Design and implement company-wide processes for technical decision making, architecture reviews, and cross-team collaboration
Drive adoption of standardized tools, platforms, and methodologies to reduce operational overhead and improve developer velocity
Lead cost management programs including cloud infrastructure optimization, vendor consolidation, and resource allocation improvements
Enterprise-Scale Program Leadership
Orchestrate complex programs involving 10-25+ engineering teams across Docker's entire product portfolio
Manage multi-quarter initiatives with budgets exceeding $5M+ and direct impact on company P&L
Coordinate technical dependencies between Docker Hub, Desktop, Scout, Build Cloud, AI initiatives, and platform infrastructure
Drive alignment across competing priorities from Product, Engineering, Finance, and Executive stakeholders
Organizational Transformation & Scaling
Lead organizational change initiatives as Docker scales engineering practices and operational capabilities
Design and implement measurement frameworks to track company-wide operational efficiency and engineering productivity
Drive post-acquisition integration programs and technical consolidation initiatives
Establish program management excellence practices and mentor TPMs across the organization
Risk Management & Business Continuity
Own company-wide risk assessment and mitigation strategies for critical technical dependencies
Lead disaster recovery planning and business continuity programs across Docker's platform infrastructure
Coordinate incident response for issues affecting multiple product lines or business-critical systems
Drive compliance initiatives including SOC2, SOX, and enterprise security requirements
Required Qualifications
Strategic Program Leadership
10+ years of technical program management experience with 4+ years at Staff level or above
Proven track record delivering company-wide transformation initiatives at high-growth technology companies ($100M+ revenue)
Deep experience with large-scale migration projects, cost optimization programs, and operational efficiency initiatives
History of successfully managing programs with cross-functional impact involving Engineering, Finance, Operations, and Executive teams
Technical & Business Acumen
Strong technical background with deep understanding of distributed systems, cloud platforms, and enterprise infrastructure
Experience with FinOps, cloud cost management, and large-scale infrastructure optimization
Knowledge of software development practices, DevOps toolchains, and platform engineering
Understanding of SaaS business models, unit economics, and operational metrics
Organizational Leadership
Exceptional ability to influence and drive alignment across senior leadership teams without direct authority
Experience establishing company-wide standards, processes, and best practices at scale
Track record of successfully navigating organizational change and scaling challenges
Strong executive communication skills with ability to present to Board of Directors and investor audiences
Program Management Excellence
Expert-level proficiency managing complex, multi-year programs with budgets >$5M
Deep experience with risk management, dependency coordination, and stakeholder alignment at enterprise scale
Strong analytical skills with data-driven approach to measuring program success and organizational impact
Proven ability to operate in high-ambiguity environments with competing strategic priorities
Preferred Qualifications
Experience at developer tools, infrastructure software, or platform companies (Docker, GitHub, Atlassian, etc.)
Background in consulting or business transformation roles
Experience with M&A integration programs and technical consolidation initiatives
Familiarity with container technologies, Kubernetes, and cloud-native development platforms
MBA or advanced degree in Engineering, Business, or related field
Experience in public company environments with regulatory and compliance requirements
Key Success Metrics
Successful delivery of company-wide cost optimization targets (>$10M annual savings)
Improved operational efficiency metrics across engineering teams (velocity, deployment frequency, MTTR)
On-time completion of large-scale migration and transformation initiatives
Executive and cross-functional stakeholder satisfaction scores
Establishment of repeatable processes and frameworks adopted organization-wide

You'll work directly with Docker's executive team to translate strategic business goals into technical reality while establishing operational excellence practices that enable sustainable growth. Your program management expertise will be instrumental in Docker's evolution from startup to mature platform company.
You'll own initiatives that directly impact Docker's bottom line, operational efficiency, and competitive positioning while working on some of the most complex technical challenges in the developer tools and infrastructure space.
